Opgenomen ook is het hoofdstuk van mijn hand over de relatie tussen de politie en de media, die in de afgelopen decennia aan zulke grote veranderingen onderhevig is geweest.

Sinds de jaren negentig is de criminaliteitsbestrijding opgerukt naar de eerste plaats van onderwerpen die op de grootste publieke aandacht mogen rekenen. Dit heeft tot een grotere druk geleid op de politie om beter te presteren bij het ’boevenvangen’, maar niet minder op het OM om daarna de vervolging tot een goed einde te brengen.
De verhouding tussen de media en het OM (en omgekeerd) is van groot belang voor de wijze waarop de burgers, de politiek, maar ook de andere burgers in de veiligheidsketen aankijken tegen de organisatie en het functioneren van het OM.

The study is based on a lot of media analysis data, interviews and the historical 'story' of the changing relations between the Dutch police force and journalists on the one hand, and the police force and the Public Prosecutor, politics and the public on the other.

Waar moet je aan denken als je een campagne gaat voeren om bijvoorbeeld jongeren te betrekken bij vraagstukken over mensenrechten? Of wanneer je een lobby wilt beginnen om in Den Haag of Brussel bepaald onderwerp op de agenda te krijgen? Is het zinvol om te proberen de televisie te interesseren - en goodwill ambassadors - voor het probleem van armoede, onrecht en eerlijke handel? Hoe benader je juist degenen die niet direct geïnteresseerd zijn? Zonder context van de geschiedenis op dit terrein is een goed begrip van de uiteenlopende, en soms strijdig lijkende, ontwikkelingen van het heden niet goed te begrijpen. In Western societies, the boundaries of the freedom of expression had traditionally been expanding, while the boundaries of religion and 'good morals' had been receding. Since the last decade however, this expansion has slowed down, come to a halt, and ultimately reversed.
In Europe, anxiety over the expression of protest through violent means has steadily caused governments to abandon the traditional, seemingly limitless adherence to freedom of expression. Political fear over controversy has come to dominate the climate of commissioning public art.
In a polarized world, the debate on wat is tolerable has taken on an acute urgency. The killing of Dutch filmer/writer Theo Van Gogh is a recent and tragic example. The art world itself no longer has an answer. After a half-century of autonomy, it has succeeded in demolishing its own authority by ridiculing every aspect of external criticism. The only solution now will be a new form of dialogue with all stakeholders involved.

In the Netherlands at the end of the twentieth century the question was considered to be urgent: what was the history of the Dutch culture in a European perspective? And what was left of it in our globalising world? A volume Accounting for the Past: 1650-2000, with many contributors, was the result in 2001 (English translation 2004, Chinese translation 2007).
In the chapter The People Conquer The Media I describe the growing sense of failure of the post war European (and Dutch) political and cultural elites in dissemination high art through the new media like television. ‘The people’ emancipated themselves along different lines of tastes. The European internal market and the fall of the Wall in Berlin meant liberalisation of culture. But this didn’t result in an Americanized McWord but rather a renaissance of the local, the regional and the national in the fields of media and culture. The main characteristic of our times is ambiguity.

But a difference with other countries is that for centuries our greatest minds have excelled at creating doubt about our national identity’. This quote is by H.M. van den Brink, the editor of a special issue (2004) of De Gids, the oldest literary and cultural monthly magazine in the Netherlands dedicated to ‘misunderstandings about the Netherlands’.
I wrote about one of these misunderstandings: the self-perception as a purely altruistic anti-colonial country. After the shock of ‘the multicultural drama’ and the upheavals of the first years of the new century we have to consider the possibility that the long colonial history has left one invisible scar: a longing for ghettos.

In deze bundel over de monachie in Nederland die werd uitgegeven naar aanleiding van het huwelijk tussen kroonprins Willem-Alexander en Máxima bespreek ik de veranderende relatie tussen vorst, volk en media, van de geboorte van Wilhelmina tot 02-02-02. Oranje probeerde altijd zo veel mogelijk meester te blijven over de media, wat niet altijd lukte. Want: de relatie tussen vorst en volk is net als het leven zelf: veranderlijk.

Hoe wordt het beeld bepaald van ‘de werkelijkheid’, in dit geval van de inzet van Nederlandse militairen op vredesmissies zoals op de Balkan in de jaren ’90? Door schrijvende journalisten, romanschrijvers, ooggetuigen, natuurlijk. Er is een oude traditie dat ook overheden en musea andere vertolkers van de werkelijkheid inzetten, zoals kunstenaars, schilders, tekenaars, en fotografen.
Persfotografen horen tot het gilde der journalisten. Onafhankelijke fotografen hangen ergens tussen de journalist en de kunstenaar in. Zo ook fotograaf Martin Roemers die in 2000 de opdracht aanvaardde van het Legermuseum om het werk van Nederlandse soldaten op de Balkan te fotograferen. Ik schreef het voorwoord bij de catalogus van de expositie in het Legermuseum in Delft.

In mijn artikel 'Oorlogsfotografie. De duistere betekenis van beelden' beschrijf ik de wisselende kracht die beelden van oorlog in het verre en recente verleden uitoefenden op de publieke opinie en de politiek.

The question is:
Why is the debate about the meaning of images sometimes so stupefyingly vague?
Two citations: 'We try to describe what they (images) do to us, however, most of the time it results in a lot of stammering and stuttering. And then, driven to desperation, we quickly ask the photographer, or the painter, why he or she has made the object in question, what sort of paper, paint, aperture they have used, and what the purpose is of it all'.
'When I look at Voeten's photographs, sometimes for a long time and often with a undefinable feeling full of compassion, respect and an inkling of insight into human existence, I feel, despite their sombre content, a certain satisfaction about these photos: 'because they're there''.

In this Dutch language volume (1995) Prelude to a New Century. Episodes from the Dutch fin de siècle I wrote the chapter Waiting for Television about the invention of film and the reactions to it in the Netherlands. In the first two decades of the new medium of the two main streams of the new medium - illusion and documentary 'reality' - the representation of mostly nationalistic reality was the most popular in the expanding cinematic experience: royalty and colonialism, including the colonial wars.

The creation of national monuments is a difficult affair, certainly when the topic is monuments to remember wars that have no clear cut overall majority ‘collective memory’ to sustain it. And history is a trombone: what seemed a right and glorious past or war today may change in a burning past or war tomorrow. The way we look at our monuments will change accordingly.
This story on the national monument that preceded the present national monument on Dam Square is a story about the attempt to revitalise the national spirit, after the lost war against the Belgians in 1839, through the erection of a monument. It failed. The nickname became: ‘Miss Rubbish’ – to translate it in a polite way. The citizens of Amsterdam didn’t want the monument. They let this be known by joking about it, and cheered when it was erased. The story is an example of failed top-down nationalization of history.

De tv-serie De Bezetting heeft vanaf beginjaren ‘60 het beeld van de Tweede Wereldoorlog in Nederland jarenlang gedomineerd. De maker ervan, dr. L. de Jong, speelde als ‘rijksgeschiedschrijver’ in de verwerking van het trauma van de oorlog decennialang de grootste rol: als verteller, als volksopvoeder, als ‘grootinquisiteur’ over de vraag wie goed was geweest en wie fout. In dit geheel speelden ‘de media’ en zijn ‘media performance’ misschien wel een doorslaggevende rol. Of het nu ging om zijn boeken zelf, de stijl ervan en de presentatie ervan, De Bezetting, of de politieke kwesties waar hij zich mee bemoeide, Lou de Jong was een media-man die ‘de media’ beheerste als geen ander.

De Europese vrede was uitgangspunt geweest bij de creatie van het Verenigd Koninkrijk der Nederlanden, en eveneens bij de bekrachtiging van de afscheiding van België. ‘Chaque nation a ses droits particulier: mais l’Europe aussi a son droit’, hadden de grootmachten Nederland en België te verstaan gegeven. Deze taak jegens ‘Europa’ werd de basis van het sindsdien altijd verkondigde standpunt dat de onafhankelijkheid van kleine staten als Nederland een Europees belang is.
Na de Duitse nederlaag in 1918 was Nederland gedwongen zijn buitenlands-politieke koers te heroverwegen. Sommigen wilden het machtsevenwicht herstellen en de eigen militaire macht versterken. Anderen vonden dat Nederland nu definitief de steven westwaarts moesten richten omdat daar de nieuwe macht lag. Weer anderen vonden elk machtstreven nutteloos en kozen voor principieel pacifisme en afzijdigheid. Hierover gaat het hoofdstuk in deze bundel.
